One other thing to consider is the old brass turn buckles have a lifetime and many of our old boats are reaching it. I had a 45 year old turn buckle fail allowing the mast to fall. A picture would be worth more than a thousand words here. The location as you describe it puts the hole 2-3 inches above the bottom gugeon. That sounds more like a fool had a fuel line leading from the lazarette, I'm assuming a Mark II model, to the outboard. Can't think of any other earthly reason ...
